The cross with four Βs is the banner of the Palaiologoi, the last imperial house of New Rome. It flew over Constantinople in the Empire's final two centuries. The four letters have long been read as Βασιλεὺς Βασιλέων Βασιλεύων Βασιλεύουσι: King of kings, reigning over those who reign. Some historians see them as firesteels instead. Either way, the Cross stands at the centre and everything else is arranged around it.
